As guest speaker at the September Council 10208 meeting, Program Director Dick Breckon detailed the rationale for the proposed $4.00 monthly increase in the Village property owners' assessment.  He explained why additional funding is needed in five primary areas: 1) street and culvert maintenance; 2) capital Equipment replacements and building repair; 3) water plant expansion; 4) wastewater treatment plant compliance; and, 5) promotion of Hot Springs Village.

The last assessment increase was approved in 2004.  An increase requires the approval of 51% of all property owners in good standing.  If approved, there cannot be a request for another assessment increase for at least three years.

Dick outlined the following timeline for the process:

September 11 Privileges will be suspended for all property owners not in good standing to determine who may vote and the number needed for a quorum.
September 17 There will be a town hall meeting at 3:00 pm in the Coronado Center to explain and discuss the assessment increase.
September 28 Proxies will be mailed to property owners in good standing.
October 28 9:00 am is the deadline by which mailed proxies must be received.
October 29 10:00 am membership meeting in the Coronado Center is the deadline to vote in person.

Dick has been a knight since October, 2008, when he joined Council 10208.  He advanced to the 3rd degree in April, 2009, and accepted his current program director position in June, 2009.  Dick was a member of the POA Board of Directors 2002-2008, serving as its president 2004-2006.  He is currently serving on a board committee overseeing the assessment campaign.
