Proposed Resolutions by Council 812

Resolution 1: Whereas: The State Council of the Knights of Columbus needs to carry out the work of the Knight of Columbus in Arkansas.

Therefore Be It Resolved: That each subordinate council shall be assessed a Per Capita Tax of Six Dollars ($6.00) per active member and inactive member less their Honorary Life and Disabled Members as of record of January 1 of that year.  With the exception that College Councils will be assessed at 50% of this rate.  Said tax will be due and payable at or before the Annual State Convention.

Resolution 2: Whereas: “The Arkansas Catholic: is the official publication of our Most Reverend Bishop and the Catholic Diocese of Little Rock and

Whereas: The Arkansas Knights are in full support of the “Arkansas Catholic”.

Therefore Be It Resolved: That the Arkansas State Council of the Knights of Columbus gives to the “Arkansas Catholic” an amount, not to exceed, Two Thousand Dollars ($2,000.00) from the Special Fund.

Resolution 3: Whereas: The State Chaplain is an important Spiritual Leader of the State Council,

Therefore Be It Resolved: That the State Chaplain be given a One Hundred Dollar ($100.00) stipend, from the Special Fund, at the State Convention. 

Resolution 4: Whereas: There is a special need for our Most Reverend Bishop to attend the Knights of Columbus Supreme Convention.

Therefore Be It Resolved: That when our Most Reverend Bishop attends said convention he will be reimbursed his travel expense to and from the Supreme Convention from the Special Fund.  This resolution will also apply to Most Rev. Andrew J. McDonald, Bishop Emeritus.

Resolution 5: Whereas: There is a need for our State Chaplain to attend the Knights of               Columbus Supreme Convention.

Therefore Be It Resolved: That if the State Chaplain attends said convention, as a non-delegate, he will be reimbursed for his expenses from the Special Fund, an amount not to exceed Two Thousand Dollars ($2000.00). 

Resolution 6: Whereas: The State Deputy often has requests for funds from deserving charities.

Therefore Be It Resolved: That Fifteen Hundred Dollars ($1,500.00) be available from the Special Fund to the State Deputy for contributions to deserving charities.  No more than Three Hundred Dollars ($300.00) may be distributed to any one such charity during the Fraternal Year. 

Resolution 7: Whereas: The Supreme Council has established a matching interest fund program, known as, “Knights of Columbus Charities, Inc.” (Christopher Fund) whereby contributions from the Arkansas State Council will be matched by the Supreme Council on a dollar-for-dollar basis, to a maximum of Five Dollars ($5.00) per member in Arkansas, and

Whereas: It is deemed beneficial to the Arkansas State Council to avail itself of such a matching fund program and thereby enter into a co-operative arrangement with the Supreme Council whereby church related charities of the Arkansas State Council will receive greater benefits, and

Therefore Be It Resolved: To continue in the Supreme Council’s Matching Interest Fund Program that was adopted by resolution #134 at the 1992 Supreme Convention.

Further Resolved: That the Arkansas State Council shall contribute enough monies from our Charity Drive to maintain a minimum of Five Dollars ($5.00) per member in the Knights of Columbus Charities, Inc. (Christopher Fund). Said monies are to be contributed as soon as practical after the conclusion of the fund raising event, it being understood that the interest earnings will be credited in the fund as of June 30th and December 31st of each year.

Further Resolved: That the recipients of our earning from the fund shall be as follows: Subiaco Coury House; Catholic Youth Ministry, Diocese of Little Rock; Respect Life, Diocese of Little Rock; Religious Education Ministry, Diocese of Little Rock; Catholic Campus Ministries, Diocese of Little Rock; Carmelite Monastery and the Monastery of Marylake in Little Rock. All seven (7) organizations shall share equally in the fund. The proceeds are payable to these charities, as soon as the funds are available, and distributed by the State Deputy in an appropriate presentation. 

Further Resolved: AR Christopher Fund Committee shall consist of the State Deputy, Immediate Past State Deputy, State Secretary, State Treasurer and two (2) at-large members to perform all acts necessary in administering this fund. 

Resolution 8: The Arkansas Knights of Columbus hereby express our support for the Diocesan Council of Women Religious (DCWR), which represents all the Women Religious Orders in Arkansas, in their endeavors.

Therefore Be It Resolved: That the Arkansas State Council will support the work of the Diocesan Council of Women Religious (DCWR) with a donation of One Thousand Dollars ($1,000.00) from the Special Fund.

Resolution 9: Whereas: The Arkansas Fraternal Congress is a vital part of the Fraternal Activities of the Knights of Columbus and

Whereas: They provide an important function of overseeing proposed legislation on the state and national level.

Therefore Be It Resolved: That the State Council continues its membership on the Local Level by paying the annual dues, not to exceed Fifty Dollars ($50.00), and that the State Deputy appoints an Insurance Representative as the official Knights of Columbus representative to said congress. 

Resolution 10: Whereas: The Arkansas State Knights whole heartily support the work of the Vocation Ministry, Diocese of Little Rock. 

Therefore Be It Resolved: That the Arkansas State Council will support the Vocations Ministry with a donation of Five Hundred Dollars ($500.00) from our Special Fund.

Resolution 11: Be It Resolved: That each subordinate council is encouraged to establish a “Pennies From Heaven Fund” for the benefit of members and others in their local areas, who suffer losses as a result of a disaster, disabling sickness/injury or similar misfortune. Fifty percent (50%) of the annual collection by the councils is to be turned into the “State Pennies From Heaven Fund”, in April prior to the State Convention. Expenditures from the State Fund are to be requested by the Grand Knights in writing through the “Pennies From Heaven” Chairman.  Mandatory contribution by the council is not required, but is recommended. Final distribution is at the discretion of the State “Pennies From Heaven” Chairman and the State Deputy. Contributions are to be up to a maximum of Three Hundred Dollars ($300.00) per individual/family per occurrence.

 

Resolution 12: Whereas: The members of the Knights of Columbus in Arkansas need to be kept aware of all the expenditures from the State Council Funds on a timely basis.

Therefore Be It Resolved: That the State Deputy cause to have distributed a report of expenditures from the State General, Special, Tootsie Roll and Pennies From Heaven Funds, twice a year as compared to the amounts budgeted for each of these periods. The first report of the Fraternal Year will be distributed no later than the mid-year meeting and the second report no later than the organizational meeting.  These reports are to be distributed to those in attendance at the meeting and a copy transmitted to each Grand Knight, for those without email address a hard copy will be furnished.

Resolution 13: Whereas: The State Council, through its members, has voted to have a State Budget. 

Whereas: The budget should reflect the expected income and proposed   expenditures for the next Fraternal Year.

Whereas: That the passage of the budget report by the Convention Delegates shall constitute adoption of the budget, appropriation and sums budgeted, and assessments of the Per Capita Tax indicated.

Therefore Be It Resolved: That the State Deputy appoints a committee, consisting of the Immediate Past State Deputy, State Secretary (Chairman), State Treasurer, State Advocate, State Warden, and two (2) members at large to prepare said budget for presentation at the annual State Convention.

 

Resolution 14: Whereas: Those members of our order who have held the office of State Deputy possess experience and valuable knowledge in the operation of the State Council and

Whereas: Such experience and knowledge is useful to the officers of the State Council. 

Therefore Be It Resolved: That a Past State Deputies Committee shall consist of members who have held the Office of State Deputy within the jurisdiction of Arkansas. Said Past State Deputies must be in good standing and shall serve so long as they retain their eligibility.  The Immediate Past State Deputy Shall be Chairman of said committee.  The Committee shall serve as advisors to the State Officers.  Specific duties assigned to the committee shall be.
(1) Review all resolutions and motions to be submitted to the State Council dealing with assessments or the expenditures or deposition of money or assets of the State Council.  The recommendation of the Past State Deputies Committee shall be made known to the Resolution Committee and the membership before voting.
(2) The Committee shall be authorized to perform any other duties as assigned by the State Deputy.

 

Resolution 15: Whereas: The Knights of Columbus State Council programs are carried out through the local councils and

Whereas: The Local Councils should hold an annual Fund Raising Activities for the Mentally Challenged Citizens no later than the second (2nd) weekend of October each year and

Whereas: A report must be submitted to the Persons with Disabilities Chairman and the net money must be received by the State Secretary by December 1st to qualify for awards.

Therefore Be It Resolved: That the net money be sent to the State Secretary will be distributed as follows: fifteen percent (15%) of the net to be contributed to the “ARC of Arkansas” for the funding of the “Knights of Columbus Summer Camps for Persons with Intellectual Disabilities”. The remaining eighty-five percent (85%) of the net will be distributed by the individual councils, to organizations that assist Persons with Intellectual Disabilities.  All checks are to be made out to the Designated Charitable Organizations and will be distributed to the councils, by the State Treasurer, no later than the Mid-Year State Meeting.

 

Resolution 16: Be It Resolved: That the Arkansas Knights hereby express deep and sincere thanks and appreciation to our Supreme Knight Carl A. Anderson, Supreme Officers and Supreme Board of Directors for their “Outstanding Leadership” in the Knights of Columbus and hereby pledge our loyalty and support. (This resolutions to be submitted to the 2010 Supreme Convention in  Washington, D.C.)
